yup, that's planned. Just haven't gotten around to it yet. (anyone care to look into alliances & vassalships?)

Rome under Etruscans, Cilicia under Assyria, possibly Medes under Scythians...
Also I think Assyria had some kind of alliance with Egypt.
Elam and also even the Medes were at certain points vassals of Assyria.

Alright. Where to edit the map.
I have the following changes in mind. The extra provinces gained this way will be compensated by removing small provinces in Gaul - and if those run out, the lowlands & Germany. Hence, the total number of provinces will remain the same; so no complicated overhauls.
First off, Western North Africa.
No further comments . 3 provinces gained.
Now, for the Southern French coastline:
The provinces split off from Province will provide for Massilia and Olbia (the province of Nice corresponds to Nikaia). The province split off from Languedoc will fit Agathe. Girona will be made into a landlocked province because a coastal province is split off. Roussillon will be removed. A net of 3 provinces gained.
I plan to make Messenia a separate province:
1 province gained.
And last but not least, the Black Sea.
Cherson is shrunk a little, as are Budjak and Kastamon. Kaffa is split into no less than 4 provinces (from left to right): Chersonesos, Theodosia, Pantikapaion and Phanagoreia. From Kouban, I want to split off one more province. So, 4 provinces gained.
That puts the total at 11 extra provinces. That'll give me plenty of provinces to merge in Gaul, and after that in the Low Lands and Germany.

Ok, new version includes above changes. I ended up splitting off two (instead of one) provinces off Kouban.
