Tech level crash

So i found what causes crash on my pc or atleast i think so
1)I uninstalled meiou graphics
2)i played for a month
3)Messages spawn for stability increase and that a technology(or maybe all)have incereased
This is where it freezes and then crashes

Then perhaps this error is caused by MEIOU?

note that the tech costs are currently all messed up in the mod. This is because the years in the technology file are still vanilla. Maybe it has something to do with that?

It crashes if you don't adjust tech levels
